Pemkab Serang Bahas Tuntutan Pegawai Honorer Minta Diangkat PPPK, Begini Hasilnya

SeputarBantenID — Pemerintah Kabupaten (Pemkab) Serang berkomitmen untuk memperjuangkan para Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) Paruh Waktu yang tidak lolos pada seleksi tahap I, agar diangkat menjadi PPPK Penuh Waktu.
Pengangkatan ini diperkirakan akan dimulai pada tahun anggaran 2026 mendatang, dengan minimal seribu (1.000) PPPK per tahunnya.
”Sudah kita coba perkirakan, di tahun 2026 itu kita nampung seribu (PPPK Paruh Waktu ke PPPK Penuh Waktu) per tahun,” kata Penjabat Sekretaris Daerah (Pj Sekda) Kabupaten Serang, Rudy Suhartanto, usai menerima audensi perwakilan Pegawai Honorer Kabupaten Serang yang melakukan aksi damai di depan Pendopo Bupati Serang, menuntut pengangkatan PPPK Paruh Waktu menjadi Penuh Waktu, di Gedung DPRD setempat pada Rabu, (15 Januari 2024).
Dikatakan Rudy, untuk upaya pengangkatan dari PPPK Paruh Waktu ke Penuh Waktu, jika dihitung hasil seleksi tahap I saat ini, pengangkatan penuh waktu tahun 2026 atau di anggaran baru 2026.
”Angkanya berubah, kan harus pakai APBD, di angka yang baru itu kuotanya seribu (orang/pegawai),” katanya.
Akan tetapi, kata Rudy, jika Kementerian Keuangan (Kemenkeu) membuka kembali slot untuk belanja pegawainya, bisa lebih dari 30 persen dari jumlah APBD, otomatis slot anggaran pun akan bertambah.
”Tergantung dari kebijakan keuangan pemerintah pusat,” tegasnya.
Rudy menyebutkan, jika mengangkat secara keseluruhan PPPK Paruh Waktu menjadi Penuh Waktu dengan jumlah sebanyak 6.300 pegawai, membutuhkan anggaran sebesar Rp335 miliar dalam setahun.
”Tapi itu tidak akan cukup anggarannya, anggaran belanja pegawai saja saat ini mencapai 36 persen, bisa menjadi 50 persen jika mengangkat semua untuk kondisi saat ini,” terangnya.
Oleh karenanya, Rudy menyebutkan, akan mencoba mengatur keuangan terlebih dahulu yang nanti menyesuaikan dengan kondisi kemampuan fiskal Pemkab Serang, yang mudah-mudahan bisa distabilkan pada Tahun 2025 ini.
”Nanti menyongsong 2026, kita range-nya akan lebih lebar lagi untuk bisa menambah, kalau bisa sih lebih dari 1.000, yaitu 1.200, 1.300 tergantung dari kemampuan fiskal kita,” jelasnya.
Kepala Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Serang, Surtaman, mengatakan, BKPSDM sebagai OPD yang menangani manajemen ASN mendampingi pegawai honorer untuk melaksanakan audensi dengan pemangku kepentingan atau kebijakan, baik dari pemda yang diwakili Pj Sekda Rudy Suhartanto, dan DPRD diwakili Wakil Ketua Abdul Gofur.
”Alhamdulillah disepakati forum honorer dan para pemangku kepentingan bahwa tuntutan mereka diakomodir sesuai dengan kemampuan anggaran. Pengangkatan honorer dalam satu tahun 1.000 itu luar biasa, artinya dalam 4 tahun ke depan selesai honorer diangkat menjadi PPPK penuh waktu semua,” ujarnya.
Surtaman merinci, dari sisa ada 4.505 orang di gelombang 1 para honorer yang belum mendapatkan formasi karena hanya 435 formasi untuk gelombang I. Sedangkan untuk gelombang ke 2 ada 1.800 orang yang sudah mendaftar dengan total 6.000 honorer.
”Berarti kalau setahun 1.000 minimal, tapi bisa 1.200, 1.300 targetnya 4 sampai 5 tahun bisa selesai. Itu semua bertahap, seperti contoh di salah satu OPD ada 7 honorer sedangkan formasi hanya ada 3, maka rangking 1, 2, dan 3 yang lolos masuk penuh waktu, nah sisanya tahun berikut tinggal diangkat saja tidak ada tes lagi,” jelasnya.
Ketua Forsitas Kabupaten Serang, Sarwani, mengatakan bahwa perjuangan ini bukanlah hal yang mudah karena kebijakan dari pusat terkait penyelesaian tenaga honorer harusnya tuntas pada 2024.
Namun, kini di 2025, pihaknya mendesak Pemda dan DPRD Kabupaten Serang untuk segera memenuhi tuntutannya, yaitu mengubah status tenaga honorer paruh waktu menjadi penuh waktu.
”Tuntutan lainnya agar tidak mengadakan seleksi CPNS, dan menyelesaikan persoalan ini dalam satu tahun, sesuai kesepakatan yang telah ditandatangani,” tegasnya.
