Rasionalisasi Atau Efesiensi APBD Banten 2025 Tidak Mengganggu Pelayanan Publik

SeputarBantenID – Penjabat Sekretaris Daerah Provinsi Banten Nana Supiana sekaligus Ketua Tim Anggaran Pemerintah Daerah (TAPD) Pemerintah Provinsi Banten menegaskan rasionalisasi atau efisiensi Anggaran Pendapatan Belanja Daerah (APBD) Provinsi Banten Tahun Anggaran 2025 tidak bakal mengganggu pelayanan dasar dan pelayanan publik.
Pasalnya, rasionalisasi ataui efisiensi dilakukan pada belanja program pendukung.
Hal itu diungkap Nana saat memberikan Keterangan Pers terkait Rasionalisasi atau Efisiensi APBD Provinsi Banten Tahun Anggaran 2025 di Ruang Rapat Sekretaris Daerah Provinsi Banten, KP3B Curug, Kota Serang, Jum’at (21/2/2025).
Dijelaskan, rasionalisasi atau efisiensi yang dilakukan pada APBD Provinsi Banten Tahun 2025 mengacu pada peraturan perundang-undangan.
APBD sebagai produk hukum berupa peraturan daerah, merujuk pada dasar yang menjadi pedoman penyusunan APBD Tahun 2025.
Didasari pada Instruksi Presiden Nomor 1 Tahun 2025 tentang Tentang Efisiensi Belanja Dalam Anggaran Pendapatan dan Belanja Negara dan Anggaran Pendapatan dan Belanja Daerah Tahun Anggaran 2025;
Keputusan Menteri Keuangan Nomor 29 Tahun 2025 Tentang Penyesuaian Rincian Alokasi Transfer Ke Daerah Menurut Provinsi/Kabupaten/Kota Tahun Anggaran 2025;
Surat Edaran Menteri Dalam Negeri Nomor 900.1.13.1/6764/SJ tanggal 20 Desember 2024 tentang Petunjuk Pelaksanaan Pemberian Keringanan Dan/Atau Pengurangan Terkait Penerapan Pajak Kendaraan Bermotor, Bea Balik Nama Kendaraan Bermotor.
Opsen Pajak Kendaraan Bermotor dan Opsen Bea Balik Nama Kendaraan Bermotor; dan Surat Edaran Menteri Dalam Negeri Nomor 900.1.1/640/SJ tanggal 11 Februari 2025 tentang Penyesuaian Arah Kebijakan Pembangunan Daerah melalui Rencana Kerja Pemerintah Daerah dan Perubahan Anggaran Pendapatan dan Belanja Daerah Tahun Anggaran 2025.
“Rasionalisasi atau efisiensi yang dilakukan sekitar Rp1,2 triliun terkait dengan adanya opsen pajak tarif PKB dan BBNKB. Penyesuaian ini sisi lainnya adalah rasionalisasi pendapatan dan belanja. Kita menjaga betul kesehatan fiskal Pemprov Banten,” ungkap Nana.
Dikatakan, penyesuaian yang berkaitan dengan rasionalisasi atau efisiensi ditujukan untuk mengoptimalkan program prioritas Presiden atau Pemerintah Pusat, program prioritas Gubernur Banten.
Yang menyangkut standarisasi dan orientasi pelayanan publik tetap menjadi program prioritas. Kemanfaatan anggaran terhadap kesejahteraan masyarakat menjadi perhatian besar.
Rasionalisasi atau efisiensi pada program pendukung seperti perjalanan dinas dan acara seremonial.
“Termasuk program kegiatan yang alat ukurnya bisa dievaluasi. Tetap menjaga stabilitas fiskal dan menjaga kinerja perangkat daerah menjadi poin penting di dalam proses penganggaran yang menyesuaikan,” jelas Nana.
“Jadi orientasi pelayanan publik tetap terjaga. Tetap menjaga stabilisasi anggaran dengan tetap memperhatikan program – program yang orientasi keberpihakan kesejahteraan masyarakat menjadi prioritas,” tambahnya.
Dirinya mencontohkan pelayanan publik program prioritas yang tetap dijaga seperti sektor pendidikan, kesehatan, infrastruktur untuk ketahanan pangan, penanganan kemiskinan ekstrim, penanganan stunting, termasuk pelayanan dasar kita jaga.
“Infrastruktur yang mendukung program Pemerintah Pusat dan pemerintah kabupaten/ kota kita jaga. Sehingga pelayanan publik dasar yang merupakan prioritas tetap kita jaga dalam postur anggaran APBD Provinsi Banten,” jelas Nana.
Seperti dijelaskan Kepala Badan Pengelolaan Aset dan Keuangan Daerah (BPKAD) Provinsi Banten Rina Dewiyanti, angka Rp 1,2 triliun adalah penyesuaian tarif atas PKB, BBNKB, Opsen PKB, Opsen BBNKB dengan menggunakan tarif maksimal pada APBD Provinsi Banten Tahun Anggaran 2025.
Namun berdasarkan hasil evaluasi mendagri tarif tersebut agar dikembalikan kepada tarif tahun sebelumnya pada tahun 2024 sehingga penyesuaian tersebut mengakibatkan kehilangan potensi pendapatan sebesar 1,2 T lebih.
“Evaluasi untuk mengembalikan pada tarif sebelumnya sehingga tidak menimbulkan ekonomi tinggi bagi masyarakat,” jelas Rina.
Ditambahkan, karena Keputusan Menteri Keuangan Nomor 29 Tahun 2025 Tentang Penyesuaian Rincian Alokasi Transfer Ke Daerah Menurut Provinsi/Kabupaten/Kota Tahun Anggaran 2025.
Pemprov Banten harus melakukan penyesuaian Dana Alokasi Khusus (DAK) infrastruktur dan Dana Alokasi Umum (DAU) infrastruktur dengan nilai hampir Rp 70 miliar.
Serta memenuhi belanja mandatory yang belum dapat dipenuhi pada APBD 2025.
“sehingga ancar ancar total Rp1,7 triliun,” ungkap Rina.
Dikatakan, rasionalisasi atau efisiensi akan melalui proses perubahan Rencana Kerja Pemerintah Daerah (RKPD), perubahan Kebijakan Umum APBD – Prioritas dan Plafon Anggaran Sementara (KUA – PPAS) yang dibahas bersama dengan DPRD.
“Terutama dalam perubahan APBD dengan mengkaji kembali potensi-potensi pendapatan apa, potensi silpa yang bisa digunakan. Sehingga bisa kita upayakan kepentingan publik tidak terganggu,” papar Rina.
Hal senada diungkap Kepala Badan Perencanaan Pembangunan Daerah (Bappeda) Provinsi Banten Mahdani.
Pemprov Banten harus menyusun RKPD ulang tahun 2025, dimulai dari tahapan evaluasi RKPD triwulan I thn 2025, hasil efisiensi masuk dalam rancangan RKPD 2025.
“Anggaran yg diefisensikan baru akan disesuaikan pemanfaatannya nanti pada saat perubahan APBD 2025. Pada saat ini yg paling penting memastikan anggaran mana saja yg kena rasionalisasi, maka anggaran tdk dilaksanakan dulu kegiatannya, sedang yang tdk kena rasionalisasi bisa dilaksanakan oleh OPD, dengan demikian kegiatan OPD tetap berkinerja maksimal,” jelasnya.
“Dengan menyusun kembali RKPD 2025, otomatis menyusun kembali target indikator makro.
Capaian Indikator makro Provinsi Banten dalam RKPD 2025 juga yg termasuk yg dievaluasi, baik saat LPE, IPM, kemiskinan, pengangguran, indeks gini juga,” pungkasnya.
Sebelumnya, Tim Anggaran Pemerintah Daerah (TAPD) Provinsi Banten melakukan konsultasi dengan Pimpinan DPRD Provinsi Banten, di ruang rapat Ketua DPRD Provinsi Banten.
Konsultasi ini dimaksudkan untuk menindaklanjuti isu aktual kebijakan Pemerintah Pusat dalam pelaksanaan Anggaran Pendapatan dan Belanja Daerah (APBD) Tahun Anggaran 2025, antara lain :

TAPD Provinsi Banten tengah melakukan identifikasi terhadap belanja-belanja yang akan dirasionalisasi sebagaimana amanat Inpres tersebut, antara lain : Perjalanan Dinas, kegiatan yang bersifat seremonial, kajian, studi banding, percetakan, publikasi, dan seminar/focus group discussion.
